This article offers a description of the management, management model and university structure elements and their importance for the analysis of how to achieve appropriation of a university institutional policy to promote entrepreneurship during the governmental period 2013-2018 in Mexico. The methodological tool is the analysis of documentary sources. According to several questions related to the practices generated through the management model of the university and its organizational form, the author questions whether, based on these elements, the promotion of entrepreneurship —as an institutional policy— is an added value of the university in line with its autonomy or it is rather a recommendation of public policy.
