The University of Buenos Aires in democracy. Trying and failing to modify the 1958 University Statute

The new regulations that consolidate the Argentina Higher Education Act, passed in 1995, involve a number of important changes, including changes in the modes of governance of universities. Although national universities have adapted their statutes to the rules, the only exception after two decades is the University of Buenos Aires (UBA). The aim of this paper is to present and analyze the internal processes that, since the return to democratic regime in 1983, have led to the particular case of the UBA, and show how the process of discussion on the reform of the statute, having been permanently debated, have not made progress towards reform yet.
