This paper proposes to construct a characterization and state of affairs of the university population attending recently founded universities, that were implemented in the framework of the decentralization policies in Argentina's higher education, thinking in terms of access and participation in university life. To this end, we first identify some elements of the recent history of the process of expansion and decentralization of higher education, which included the creation of new state-run national universities. Then, the data obtained from a survey applied at the National University of Villa María are analyzed. For this purpose, some of the indicators that are usually used in the field of educational policy evaluation are reviewed, and also other variables and indicators that may be useful for future comparative studies with other recently created universities located in intermediate cities are also teste.
