It was conceived as a cyclical process to make management meaningful and efficient and included the following stages: characterization of prioritized entities and organizations of the territory, quantification of the professional potential, definition of needs in postgraduate education, conception and execution of a postgraduate program, assessment of the impact of the postgraduate program and continuous feedback about needs in postgraduate training. The research considered the results obtained in the diagnosis of postgraduate improvement and the impact of postgraduate activities performed from 1996-1998.
